- ⅓ cup heavy cream
- 1 ½ cups semisweet chocolate chips

Instructions
- Preheat the oven to 350°F (175°C). Line a 9×13-inch baking pan with parchment paper and lightly grease it.
- In a large bowl, combine flour, oats, brown sugar, baking soda, and salt. Add melted butter and mix until crumbly.
- Press half of the mixture into the prepared pan and bake for 10 minutes.
- While the crust bakes, melt caramels with heavy cream in a saucepan over low heat until smooth.
- Remove the pan from the oven and sprinkle the baked crust with chocolate chips and chopped nuts.
- Pour the melted caramel evenly over the top.
- Crumble the remaining oat mixture over the caramel layer and gently press it down.
