Instructions:
Make the Brownie Layer:

- Cream butter and sugar: In a large bowl, cream together the butter and sugar until light and fluffy.
- Add eggs and vanilla: Beat in the eggs one at a time, then stir in the vanilla extract.
- Combine dry ingredients: In a separate bowl, whisk together the flour, cocoa powder, and salt.
- Mix wet and dry ingredients: Gradually add the dry ingredients to the wet ingredients, mixing until just combined.
- Pour batter into pan: Pour the batter into the prepared baking pan and spread evenly.
Make the Filling:
- Melt chocolate and cream: In a microwave-safe bowl, combine the semisweet and milk chocolate chips and heavy cream. Microwave in 30-second intervals, stirring after each interval, until the chocolate is melted and smooth.
Assemble and Bake:
- Pour filling: Carefully pour the melted chocolate filling over the brownie batter, spreading it evenly.
- Bake: Bake in the preheated oven for 30-35 minutes, or until a toothpick inserted into the center comes out with moist crumbs.
- Cool and cut: Let the brownies cool completely in the pan before cutting into bars.
Make the Topping:
- Melt chocolate: Melt the remaining semisweet chocolate chips in a microwave-safe bowl, following the same method as for the filling.
